HB 15-1343 the Manager Cleanup and Streamline Bill passed out of the Legislature late yesterday and is on its way to becoming law.  It is expected that Governor Hickenlooper will sign the bill which garnered support from all quarters.

The bill, as passed, makes the following changes to the existing manager licensure statute by:

  • Creating a license for a community association management apprentice.
  • Amends the definition of “community association management” by clearly defining the tasks that constitute community association management.
  • Exempts executives who employ or supervise an individual who performs community association management.
  • Adds a definition of a designated manager and provides that an entity may obtain a license by designating a manager who qualifies for a community association manager’s license.  This person will be responsible for supervising all of the entity’s managers.
  • Modifies the examination requirement by providing that managers holding an AMS, CMCA or PCAM need only take the Colorado Law portion of the examination.
  • Changing the fund used for implementation of the regulation of community association manager from the community association manager licensing cash fund to the division of real estate cash fund.

 

As the legislature wraps up today, this bill made it in just under the wire.
