I was told that CCIOA requires associations to require alternative dispute resolution as a precondition to the filing of a lawsuit. Is this true?

No. CCIOA requires that associations adopt a written policy concerning how disputes between the association and an owner are handled. However, there is no requirement for associations to make use of any alternative dispute resolution methods.
